WORKFORCE BOARD MEETS DECEMBER 15 TO DISCUSS TAP PLANNING PROCESS
The state’s Workforce Board will meet (virtually) Wednesday, Dec. 15 from 9 a.m. to 12:15 p.m. to discuss the planning process for updating Talent and Prosperity for All (TAP), the state’s strategic plan for workforce development. The Board will also hear more about Carl D. Perkins V planning and resetting performance targets for this key 2018 federal act aimed at strengthening career and technical education. CENTERS OF EXCELLENCE LAUNCH WORKFORCE DATA PILOT

Washington’s Centers of Excellence have partnered to develop the Workforce Data Pilot Project, which will collect, map, and produce industry demand, workforce, and economic impact data, for two occupations per industry sector, utilizing proprietary workforce and economic management tools to inform and benefit community and technical college workforce programs. College system users of the data will be surveyed at least once to collect evaluative feedback to measure effectiveness, and relevance to current and projected need, and to identify gaps in the data.  The project will produce a summary report of findings, evaluation, and next steps at the end of the pilot slated for June 2022. More about the Centers: www.coewa.com.

JAN YOSHIWARA ANNOUNCES RETIREMENT FROM STATE BOARD
Jan Yoshiwara, executive director for the State Board for Community and Technical Colleges announced her plans to retire in July of next year, after 44 years in the college system, including 38 at SBCTC. Yoshiwara was appointed executive director of the State Board in 2017. The Board sets policy for the college system and allocates operating and capital funds to the state’s 34 community and technical colleges. Yoshiwara is also a member of the Workforce Board. NEW DIRECTORS CHOSEN TO HELM TWO WORKFORCE DEVELOPMENT COUNCILS
The Olympic Workforce Development Council, which serves Clallam, Jefferson, and Kitsap counties, has named William Dowling as the organization’s new director. Dowling, who started this week, has spent over 23 years working in workforce and economic development and most recently served as Director of Employment and Training for the Colorado Department of Labor and Employment. More details: https://bit.ly/3pEfdZE. The Pacific Mountain Workforce Development Council has also hired a new CEO. In November, it was announced that William Westmoreland would succeed current CEO Cheryl Fambles, who is leaving the position in January. Westmoreland most recently has worked as a Senior Associate Director of Business Engagement and Community Affairs for PacMtn, which serves the five-county region of Thurston, Mason, Lewis, Pacific, and Grays Harbor counties. His career has included corporate, education, and non-profit experience and 17 years of involvement in workforce development. More: https://bit.ly/31zMDjy

WORKFORCE ACCOUNTABILITY BOARD SUBMITS ANNUAL REPORT ON EDUCATION INVESTMENTS
The Workforce Education Investment Accountability and Oversight Board has released its first annual report to the Legislature, which includes a look at the board’s guiding principles and performance metrics that will serve as a filter or “scorecard” for future legislative recommendations. The board is also creating a performance dashboard that will show the impact of current legislative investments from the Workforce Education Investment Account, which is capitalized from a surcharge on the Business & Occupation (B&O) tax paid by businesses.
